Lever objective

Use AI to reduce the monthly squeeze and administrative drag, without increasing extraction, opacity, or power concentration.

Practical test: if measured productivity rises but entry ladders, contestability, or shared gains weaken, this lever is failing. If exit is weak and the system still cannot provide notice, reason, appeal, records, and human override, this lever is failing even faster.

  • medium-run distribution of gains (wages, hours, bargaining leverage) is unknown

Short version: AI is moving fast. Some gains are real. Who gets those gains is still an open question.

Failure modes (high level)

  1. Optimization without accountability (plausible risk)
  • systems optimize for throughput/cost while hiding who is responsible for harms
  1. Opaque denial and exclusion (confirmed direction in some domains)
  • people lose access to services, jobs, or benefits without understandable reasons or appeal

  • AI is used to tighten pricing power, discrimination, or behavioral manipulation in essentials
  1. De-skilling and wage polarization (confirmed direction + unknown medium-run distribution)
  • workers lose bargaining power or mobility while productivity gains concentrate at the top

  • synthetic content and automated persuasion reduce trust, shared facts, and civic coherence

  • systems are deployed beyond validated operating conditions in high-stakes domains

Human control stack (high-impact domains)

Use this hierarchy for decisions that can materially affect someone:

  1. human-in-the-loop
  • a person can intervene in the decision cycle
  1. human-on-the-loop
  • a person supervises operation and can intervene
  1. human-in-command
  • a person or institution decides whether the system is used at all, where, and under what override rules

Failure pattern to watch: human presence without authority, time, information, or override power is functionally out-of-the-loop. Coffee version: if the human cannot see enough, cannot challenge enough, or cannot stop the system, that is not real oversight.

2026 procurement disputes also make a practical point: in high-stakes domains, human-in-command must be encoded in contract language and logging requirements, not left as a principles statement.

Guardrail categories (operational)

  1. Transparency and explainability
  • people should know when AI materially affects a high-stakes decision
  1. Auditability and traceability
  • decisions need logs, review paths, and independent audit capability
  1. Human accountability and appeal
  • consequential decisions require accountable human ownership and meaningful appeal paths In low-choice systems, that minimum floor is specific: notice, reason, appeal, records, and human override.
  1. Safety, bias, and robustness testing
  • high-impact systems need pre-deployment and ongoing evaluation
  1. Data governance and privacy
  • data provenance, minimization, and lawful use standards are required
  1. Market-power and lock-in controls
  • interoperability, portability, and anti-self-preferencing protections in dominant platforms
  1. Labor and transition protections
  • deployment should include workforce transition planning, not only cost extraction
  1. Use-boundary enforcement
  • prohibited-use boundaries (for example, mass domestic surveillance or autonomous lethal delegation) need explicit contract terms, auditability, and consequence triggers

Operational safety and governance patterns

  • kill switch: hard stop when the system is unsafe or compromised
  • circuit breaker: automatic fallback when risk thresholds are crossed
  • evaluations: pre-deployment and ongoing testing for failure modes and domain fit
  • risk scoring and thresholds: route uncertain or high-risk outputs to escalation
  • audit logs: durable records of inputs, outputs, overrides, and downstream decisions
  • escalation path: named owners with authority to intervene
  • fallback mode: safe degradation to narrower automation or manual flow
  • drift monitoring: detect and respond to changing model performance over time

These patterns are useful but not sufficient on their own. They must be tied to enforcement and rights-impact processes. If no one is responsible when they fail, they are theater. And if the affected person cannot see enough of the record to use the appeal path, the safeguard is incomplete even when the log exists internally.

AGI-like economic tripwires (update rule)

Do not treat this as an AGI-arrival file by default. Use these as tripwires for reclassification:

  • sustained autonomous multi-step task completion in production with limited handholding (plausible risk, uneven)
  • measurable replacement of junior task bundles across multiple occupations (unknown)
  • stable output with lower headcount in roles that previously formed entry ladders (unknown)
  • routine use of agentic systems in high-stakes processes with weak practical override (plausible risk)
  • evidence that new task creation is not keeping pace with displacement in exposed occupations (unknown)

Tripwires are practical economic thresholds, not abstract debates. The point is simple: change the frame when the labor reality changes, not when the internet mood changes.

Scoreboard (2026-2028 watchlist)

  • early-career postings in highly exposed occupations
  • promotion flow from junior to mid-level roles in exposed functions
  • wage dispersion within exposed occupations
  • median compensation growth vs productivity growth in exposed functions
  • ratio of augmentation vs headcount-reduction AI use cases
  • frequency of AI use in hiring, evaluation, scheduling, and discipline
  • appeal and override rates for AI-mediated decisions
  • vendor portability and switching feasibility

This document is intentionally high-level. For deeper and evolving analysis, track:
